KonSelt Safety and Engineering is a consulting firm based in Osaka, Japan (registered as KonSelt 技術コンサルティング). KonSelt Consulting modernizes industrial safety where complexity and aging assets intersect. We help high-hazard facilities uncover hidden risks and strengthen PSM using practical engineering insight and AI-enhanced safety systems.

Dr. Concibido is a Process Safety and Risk Systems Architect specializing in high-hazard and aging industrial facilities. With almost 20 years experience in process safety management (PSM), process hazard analysis (PHA), combustible dust, ammonia systems, and chemical & lab safety. He provides support to organizations in modernizing their safety programs by blending field-proven judgment with AI-enabled tools.Through KonSelt Consulting, he supports facilities across Japan and Asia with limited documentation, weak PSM programs, and deep reliance on tribal knowledge. He designs practical, human-centered safety systems that integrate engineering controls, operational behavior, and emerging technologies.
Dr. Concibido holds a Doctor of Engineering degree in Chemistry/Chemical Engineering from Hiroshima University, earned his Master of Engineering degree from Asian Institute of Technology, and BS Chemical Engineering degree from the University of the Philippines. He is one of the few Process Safety Professionals (CCPSC) certified by the Center for Chemical Process Safety (CCPS) of the American Institute of Chemical Engineers (AIChE) globally.
Dr. Concibido also served as a Balik (returning) Scientist for the Philippines' Department of Science and Technology - PCIEERD in 2022, promoting PSM in Philippine Universities.

Challenged, bullied and tested early in life and repeatedly underestimated, he learned discipline before recognition.
Excellence earned him a place in elite science and engineering institutions—but pressure followed, refining judgment rather than softening it.Chemical engineering was not a career choice.
It was a responsibility. After losing two siblings in separate industrial incidents involving highly hazardous chemicals, process safety ceased to be theoretical. Investigations were completed. Systems moved on. He did not.His studies took him far from home—to distant parts of Asia, including the land of the rising sun —where cities once destroyed by catastrophe were rebuilt through rigor and accountability. Mentored by a master engineer whose discipline mirrored a samurai’s code, he learned how to think critically—how to separate evidence from assumption, facts from internet noise, and engineering truth from convenient fiction.Inside multinational companies in Japan, he worked with some of the most hazardous processes in industry. He led Process Hazard Analyses, authored critical safety standards, and challenged systems that relied on tradition, hierarchy, and silence. His work carried him across various American Territories, North Asia and old Europe—where modern risks were often managed with outdated thinking, and safety was sometimes obscured by habit and human ignorance. Those experiences forged a Process Safety Sensei—trusted to step into aging, undocumented, high-hazard facilities and restore clarity, rigor, and accountability.

This is the foundation of KonSelt Safety & Engineering. We help organizations move beyond compliance theater and inherited assumptions—
toward defensible, disciplined, and reality-based process safety.Visit us again for more interesting stories and articles.
